Tourism is one of the main service industries worldwide with the potential to have a major impact on local communities and tourist destinations. In particular economic growth and employment creation in Tourism can be seen at the local economy level as tourism products are hosted at the local government level. 

Many of the important policies that have an effect on growth and development of tourism, such as zoning, licensing, environmental regulations are governed by local authorities acting within the framework of national policies and strategies. However, despite tourism’s significance, many local authorities have inadequate capacity or insufficient budget allocation to enable Tourism Local Authorities to deliver on the mandate of Tourism.
