Policy Watch

The Department of Tourism functions within the National legislative environment. As such there are acts and policies which impact on the department and to which it must comply.

Compliance is the process by which an organization observes and complies with external and statutory laws and regulations.

Any compliance exercise must be underpinned by a Compliance Framework which sets out in a structured and organized manner what Acts, laws, regulations, codes and practices must be complied with.

Policy watch entails identifying which legislation pertains to the Tourism Sector and results in the development of a Compliance Framework for the sector.

The tourism sector is multidisciplinary in nature and its growth and success is highly dependent on other sectors. This multi-sectoral nature of tourism subjects it to various policy and regulatory frameworks, some of which impacts negatively on the development and growth of tourism. This necessitates tracking of policy developments with a view to address potential challenges. The Tourism Policy Bulletin therefore provides an overview of recent policy developments globally, nationally across other sectors and locally with impact to tourism.

The World Committee on Tourism Ethics (WCTE) proposed the transformation of the Global Code of Ethics into a full international convention. Currently, the Global Code of Ethics in Tourism is not legally binding although some governments and private sectors have implemented it.

On the 7th of July 2015, the Spanish Confederation of Hotels and Tourist Accommodation (CEHAT) committed to implement the Global Code of Ethics for Tourism. CEHAT signed the private sector commitment to the United Nations World Tourism Organisation’s (UNWTO) Global Code of Ethics for Tourism pledging to uphold, promote and implement its values in their policies and operations.
